Special Education : Early On : Eligibility


Early On® Eligibility      


To be entitled to comprehensive early intervention services through Early On in Michigan under Part C of IDEA, children must meet one or both of the following eligibility criteria:

 

Developmental Delay: Infants and toddlers from birth to age three who demonstrate any delay in one or more domains of development (listed above under evaluation), based on evaluation and assessment procedures which include an informed clinical opinion.
Established Conditions: Infants and toddlers from birth to age three with diagnosed physical or mental conditions that have a high probability of resulting in developmental delay (though they may show no observable developmental delay at the time of referral) are eligible for Part C services. Considered under this eligibility category are specific conditions related to (but not limited to):

chromosomal anomaly/genetic disorders (e.g., Down syndrome, etc.);

neurological defects (e.g., cerebral palsy, etc.);

congenital malformations;

inborn errors of metabolism;

atypical developmental disorders (e.g., autism);

central nervous system damage (e.g., sensory disorders, etc.);

chronic medical illness (e.g., cystic fibrosis, etc.);

infectious diseases (e.g., CMV, etc.);

toxic exposure (e.g., alcohol- or drug-exposed).
